Shoppers have for a long time been hit with Parking Charges (Not to be confused with Penalty Notices).

A Parking Charge notice is issued by a Company, These are oftern issued on the vehicle or by post, Parking Charges are issued as a Breach of Contract, Normally issued in Supermarket Car parks, Parking Charges are not backed by law and have no authority to issue fines, These charges do NOT have to be paid.

A Penalty Charge is issued by the local Council, Police or the DVLA, These are issued on Public land such as Road Sides, These are backed by law and Should be paid to STOP further action.


Parking Charges are issued at Supermarkets such as LIDL, ASDA and SAINSBURYS, However they are also issued at Hospitals and other Private and Public land, These are issued by Parking Company's such as UKPC, PARKING EYE, ANPR LTD, and many more.

Parking Company's issue Parking Charges, These should not be seen as a penalty or a fine, Company's using words such as "Penalty" and "Fine" are in breach of POPLA and the BPA Rules.

If a Parking Charge is issued it does NOT have to be paid, It is NOT a fine or any kind of Legal Document, It is often safe to throw away. Parking Company's prey on the vunrable to pay, There will normally be 3 letters sent out to the registered keeper reminding them to pay, They will then recieve a Final Demand letter with the threat of Court Action. However Court Action will not happen, And letters will stop being sent from the Parking Company. No action will be taken againced the keeper or driver even if it is not paid.

The vunrable normally being the over 40's just pay the charges believing they have to, Or they APPEAL (which will always be rejected) and then pay the company, Even though they could have safely ignored the Notice.


We contacted the Council comitee for a comment, They responded with the following: Motorists are in no way liable to pay any Parking Charge these are not issued by any Council or Police Official, Parking Charges are invoices and not to be seen as a Penalty.

We also contacted UKPC a Parking Company, They responded with the following: Parking Charges are not the same as Penalty Charges, A parking Charge is a invoice where as a Penalty Charge is a Fine, We are unable to issue Penalty Charges, Our income is from Parking Charges paid by motorists, These are not backed by law but we can prosess through the small claims court, Taking Drivers through the small claims court is Time consuming and Costly to our company, We discard unpaid charges and accept they are not being paid. We can only take a Driver to court and need the land owners permission to use court action. Land owners dont let us take there customers to court as they loose buissness.

We contacted Parking eye and ANPR LTD for a comment however they refused to comment.


DO NOT APPEAL PARKING CHARGES as this provides the company's with further information.

Parking Charges come into population when clamping become illegal, Parking Company's can no longer Clamp even if signs say otherwise, Only Police and the DVLA can clamp vehicles.

    whale spotted in illinois river A humpback whale was spotted near Morris IL in the Illinois River today. The sighting comes just days after 2 Great White Sharks were seen frolicking in the same area. While not impossible, it does seem unlikely. It is thought that the whale may have followed the sharks as they sometimes do in the wild. The whale would of had to travel over 1250 miles to get to this location. The Marine Biologist Association will be in town for a full investigation. Until we have answers, we are asking folks to keep their pontoons and fishing boats docked.

    two great white sharks found swimming in mississippi river near saint louis, missouri. While it is not entirely impossible, it is incredibly uncommon for salt water dwelling creatures to stay for lengthy periods of time in fresh water. However, two Great White Sharks have managed to survive the trip and make their way up the Mississippi River somehow. Believed to have started as a mating couple, the two are assumed to have swam the 920 mile journey from the mouth of the Mississippi River that is connected to the Gulf Of Mexico. Officials in Saint Louis have contacted the Missouri Conservation Department and will likely have a team in the river soon to capture the two lost sharks.
