THE Justice minister has confirmed that an internal investigation is continuing at Limerick Prison after allegations emerged of gross misconduct and negligent behaviour regarding an inmate.

Minister Charlie Flanagan said that he would be reviewing the entirety of the file disclosed by a whistleblower and that he was aware that the internal probe had been launched at the Mulgrave Street facility.

Minister Flanagan, said that he was anxious to ensure there will be due process in the matter due to the serious allegations.

Speaking at the University of Limerick this week, Fine Gael Senator Kieran O’Donnell said that he was very concerned over the allegations made in which an inmate of the prison is still residing in hospital following an horrific assault by another inmate.

The 30 year old male, who we cannot name due to a court order which restricts media coverage of this investigation, received near fatal injuries and was alleged to have been tied up and locked into a single cell after being refused medical assistance until nine hours after the attack when prison guards found him unresponsive and finally raised the alarm.

It is also understood that the €70,000 in bail bond money belonged to the offender went missing from the prison accounts office at the end of January remains unaccounted for.

The cash, which was held at the General Office at the Mulgrave Street Prison, was “unaccounted for” when a two-day search failed to recover it.

“There has to be an all-systems-go inquiry. The Department of Justice will have to get to the bottom of this, because the last thing we want is to have the prison service undermined,” Mr O’Dea said.

Under the previous cabinet, a dossier of information outlining the allegations had been sent to the Frances Fitzgerald when she was the Minister for Justice and to the Public Accounts Committee.

Limerick Prison employs 194 staff and a number of individuals are named in the document.

Earlier this month, the The Irish Prison Service confirmed it received the allegations and that an investigation was ongoing.

Fourteen prison officers at Limerick Prison have now been suspended this morning following allegations of corrupt behaviour. Three other prison officers including a top ranking correctional officer and a supervisor were suspended when the allegations first emerged.

The man in question is understood to be a well known gang leader in the limerick underworld and is currently under twenty four hour armed watch by Dublin based armed response officers due to the seriousness of the attack and the threat to his life.

Speaking exclusively to the limerick leader, a family member of an inmate who witnessed the attack and has been actively cooperating with the garda ombudsmen in this investigation, relayed to us what the witness had told them.

"It was garda brutality at its finest" the witnesses mother said. "Multiple inmates set out to attack [the inmate], he was held down, tied up and slashed with shivs and knifes, they broke appliances off him, kicked his head like a football and one attacker tried to strangle him with an electrical lead from a kettle". It has been reported that a number of prison officers were close by but refused to take action stating that with the sheer number involved in the attack that they 'did not feel safe to intervene in small numbers'.
The family member claimed when her son, (who is the defendants cell mate, close friend and currently on remand for an offence carried out with said individual) had tried to intervene was held back by officers and allegedly threatened with punishment if he was to try and assist his partner in crime.
"He's traumatised, it's absolutely shocking that in this day and age corruption as bad as this still goes on in our prisons". When the prisons internal riot sqaud finally intervened, the unnamed criminal was reportedly unconscious and bleeding extensively lying in a pool of his own blood on the ground In the recreational area in full view of staff and instead of raising the alarm, when the man regained conscious the officers restrained him with 'brute force' tying his arms and wrists with restraints and threw him into his cell whilst denying his cell mate access. He was reportedly put into an adjacent cell with two other inmates while the attackers were taken off the landing and several senior members of the prison staff went into the injured inmates cell for approximately twenty minutes with the door closed, screams were reportedly heard from the cell with the inmate begging his fellow lags for help stating "they are going to kill me, I cannot breathe I'm not resisting, if you carry on I'm going to die". It is alleged that the rest of the prisoners were locked into their cells an hour early and told to "mind their own business" when they enquired as to why the prisoner was calling for help.
"I got a phone call from my son in complete panic, he said 'please ma ring someone, anyone at all but please do something they're killing him in there if you don't tell someone now hes going to die, he's been stabbed but nobody is listening to us. They've left him there to f****** die'" she relayed to us.
The alarm was only raised after the witness and fellow lags contiously pressed the alarm systems fitted in their cells and excessively banged on the prisons metal cell doors after the individual had become silent until a medic finally arrived.
It has not been confirmed but it has been said that a number of calls were made from the prisoners themselves to emergency services reportedly from mobile phones which are not allowed in prison however it is no secret that limerick prison has struggled over the years to keep such contraband out of the jail. When asked how the family member had received a call from the witness they refused to give an answer.
The distressed mother has also alleged that her son has been punished for providing statements and helping to bring this matter to light. He is currently residing on the punishment wing and has been stripped of his privileges, with a number of other witnesses transferred to different prisons although this again has not been confirmed.

Reports show that when paramedics arrived at the scene the prisoner was unresponsive in his cell still restrained lying on a bed. Officers failed to tell medics that the inmate had been stabbed and gave vague and conflicting accounts as to what had happened. It only came to light when the prisoner was brought into hospital the seriousness of his injuries with a large knife wound reportedly to the abdomen. It is understood that the inmate was then transferred to intensive care where he remained in a critical condition and had to have emergency surgery carried out.

Besides gross negligence the prison staff have also been accused of poor treatment towards the inmates family and girlfriend when they arrived at the hospital refusing entry and reportedly attempting to seize his partners mobile phone after she began documenting his injuries. The prison staff refused to give any account of what had happened to the inmate and allegedly threatened a sibling and partner of the inmate with arrest if they didn't stop demanding answers. It is understood that the prison officers demanded the inmate to be shackled and chained to the bed stating the inmate was one of munsters most violent and dangerous prisoners even though the prisoner was placed in a medically induced coma, this resulted in delays to his treatment and it was only when the prisoners solicitor acting for him attended the scene and intervened.
Solicitor Ted McCarthy was asked for an interview but refused to comment.

At present it is unsure of what will happen to the prisoner now he has made a full recovery as many of our jails are over populated and do not have the facilities to accommodate the inmate due to the threat to his life and risk of future retaliation due to the attack.

It has not been confirmed why the incident took place in the first place but it is belived to be a organised hit on the lag from a lengthy fued involving another well known criminal gang because the inmate has children with a family member of some of the accused.

"There will be serious changes to our prison and repercussion for all involved" said the minister of justice "corruption will not be tolerated in any prison and punishment will be severe, we will get to the bottom of this and a full investigation is being carried out into the incident"
