1. Katsuki Bakugo
Bakugo may be reckless at almost everything he does, but he could probably make his quirk to be something really strong. His quirk is explosions, the sweat glands on his hands are like nitrogen, which he can make into a deadly explosion. Even if you hate him, you gotta admit he's strong and smart.
Todoroki has 2 quirks, one of his Mothers and one of his Fathers, which is Fire on his left and Ice on his right. That's already a pretty nice quirk but if he masters it, he could become really strong with it.
Some people may see Mineta's quirk pop off, as weak, and nobody really likes Mineta. But even though that might be the case, there's a tun of things Mineta could probably do if you think about it.
Jiro's quirk is earphone jack, she has long earphone jacks that are connected to her ears, she could plug them in and make loud sounds, containing her heartbeat, plug them into the ground and crack or break it, and plug them into things like walls, grounds ect. and hear what nobody else with sense enchanting quirks can hear
5. Kaminari Denki
Kaminari can produce electricity either by projecting it onto his body or shooting it out of his fingers. But because of how strong it is, producing large amounts can fry his system and leave him stupid for a while, so he might have to master that.
6. Hitoshi Shinso.
Shinso's quirk is brainwashing, it's already quite a good quirk but if you've watched Episodes 3-4 in Season 5 of My Hero Academia or read the manga, you might've seen that he also has a mask which he can now use the voice of others to trick people and brainwash them when doing so. The only downside to is quirk is that he has to get them to answer him to use his quirk on them, but that's why he has the mask. And I'm sure there's way's to get someone to talk.
Stain appears in Season 2 end of an Episode and Seasons 3-4. Stan's quirk was blood curdle.
Once stain cuts or even scratches someone a little, and consumes their blood, he could paralyze them for up to 8 and 10 minutes depending on their blood type.
8. Tamaki Amajiki.
Tamaki's quirk is manifest. By consuming foods he has the ability to manifest those things. If he consumes crabs, his hands or hand can turn into crab snappers. Not to say he should, but he could consume non-edible foods too.
9. Shota Aizawa.
Aizawa can erase someones quirk by looking at it. The only risk to his quirk is that it will go away if he blinks and if he's against someone physically strong.
Aizawa can go against anyone of he has tricks, guts , strength, and if he can avoid damage and blinking.
Nobody really knows what else she can do, but her quirk rewind is already really strong, whether it's rewinding injuries, quirks or even situations, nobody knows what she can do. But on Season 4, when Izuku Midoriya helped save Eri, She rewinded his injuries when fighting overhaul. She used her quirk on him but didn't know how to turn it off or control it, causing intense pain to Izuku. Making her quirk really strong, Aizawa had to be there to erase her quirk.
Even if he doesn't have strong abilities or physical strength, if he touches someone he could use their quirk for up to 5 minutes. Nobody knows how much peoples quirks he could use and he can't use them at the same time, but on Season 2 he used Bakugo's and Kirishima's quirk, not at the same time though.
12. Eijiro Kirishima.
Kirishima can become really hard and use his quirk as defense or to hurt someone. On Season 3 he made his quirk to go over his limits and he faced moonfish. Moonfish was allied with the league of villains and could make his teeth really long and sharp extending them from one to another. Kirishima took his hits and crammed through them protecting those behind him.
13. Tomura Shigaraki.
Other than him not having the greatest of physical strength, his quirk decay, is pretty nice. Whatever he touches starts to decay.
14. Yo Shindo.
Shindo's quirk vibrate was really strong. He could break the ground and probably other things by using enormal forces.
15. Rock Lock.
Rock Lock could lock any nonliving thing he chooses i to the air, using it as a step or maybe he could create a bridge. Who knows?

whale spotted in illinois river A humpback whale was spotted near Morris IL in the Illinois River today. The sighting comes just days after 2 Great White Sharks were seen frolicking in the same area. While not impossible, it does seem unlikely. It is thought that the whale may have followed the sharks as they sometimes do in the wild. The whale would of had to travel over 1250 miles to get to this location. The Marine Biologist Association will be in town for a full investigation. Until we have answers, we are asking folks to keep their pontoons and fishing boats docked.

However, two Great White Sharks have managed to survive the trip and make their way up the Mississippi River somehow. Believed to have started as a mating couple, the two are assumed to have swam the 920 mile journey from the mouth of the Mississippi River that is connected to the Gulf Of Mexico. Officials in Saint Louis have contacted the Missouri Conservation Department and will likely have a team in the river soon to capture the two lost sharks.
